The Owner Prices Every Roof Himself
Stavros Latos looks at every Fresh Meadows roof before we write a price
When people hear Fresh Meadows, they think of the big garden-apartment development New York Life built on the old golf course in the late 1940s. That complex is managed as one property, so it's not my kind of job. What I do here is the private houses around it: the one- and two-family homes on the side streets off Fresh Meadow Lane, 188th Street and Utopia Parkway, a lot of them from the 1920s, 1930s and the postwar years. I'm Stavros Latos, the owner of REVMA Roofing, and I come out and look at every roof myself before you see a price.
We work the house blocks along Fresh Meadow Lane, 188th Street, the north end of Utopia Parkway, the 69th Avenue and 73rd Avenue blocks, and the streets near Cunningham Park and the Horace Harding Expressway. Fresh Meadows is ZIP code 11365 north of 73rd Avenue and 11366 between 73rd Avenue and Union Turnpike. It's a short drive from our shop in Bayside.
Most of these houses have a driveway, but the lots are not big, and on a lot of blocks the houses sit close enough that the crew has to protect the neighbor's side too. We tarp both sides and plan where the container goes before the quote.
Fresh Meadows is up on hilly ground. The name actually comes from the freshwater springs that fed the meadows here before it was built up. Being up high, the houses take more wind than you'd think for the middle of Queens, and wind damage on a shingle roof starts at the edges. If the starter strip and the drip edge weren't done right, the first good nor'easter lifts the bottom course and the rain goes right under it.
The older houses have a different problem. A roof that's been redone two or three times over 80 or 90 years usually has a mix of old boards and newer plywood under it, and some of it is soft. You can't see that from the ground. That's why we rip it down to the deck, walk it, and replace what's bad before the new underlayment goes on.
If a storm strips shingles or drops a tree on the house, here's our part: we document the damage with photos, we meet the adjuster at the house, and we repair what's covered. We're the roofing contractor, so we don't negotiate your claim or speak for you with the carrier. Under New York Insurance Law §2101(g)(2), that's for you or a licensed public adjuster.
We file for storm damage, not wear. If the roof is just tired, I'll say so and price the replacement.
On the older houses near Fresh Meadow Lane, we often find board sheathing instead of plywood, and gaps between the boards. Depending on the condition, we'll lay new plywood over it or replace it, and that's one of the cases where a DOB filing comes in. Along 188th Street and the 69th Avenue blocks, it's more Colonials and two-family houses with simpler gable roofs, so the work is mostly about the edges, the vents and a clean tie-in at the chimney. Near Cunningham Park, the trees fill the gutters and valleys, so drainage gets extra attention.
Do you work on the Fresh Meadows apartment complex?
No. That complex is run as one big property and its roofs are handled by management. We do the private one- and two-family houses around it.
How much is a new roof in Fresh Meadows?
It depends on the size, the pitch and what we find under the old shingles. I come out, look at it, and you get one written price. The Queens roof cost guide explains what drives it.
My house is from the 1930s. Will the roof deck need to be replaced?
Not always, but you should plan for some of it. Three to five sheets of plywood are already in our price. If it needs more, I show you before we go further.
Is a permit needed to replace a roof in 11365 or 11366?
Under 1 RCNY §101-14, replacing the coverings and insulation above the deck doesn't need a DOB permit unless the Energy Code requires added insulation. Replacing deck or sheathing does, and we file it when it's required.
How long does a roof replacement take in Fresh Meadows?
One day for most houses. Deck work can add a day. The schedule comes in writing.
Most of the houses here take an architectural shingle well, and that's what we install most. The way we do it: strip to the deck, replace bad wood, ice and water shield along the eaves and in the valleys, synthetic underlayment over the rest, new drip edge, new flashing at the chimney and walls, and ridge ventilation so the attic doesn't hold heat and moisture. If you want a different look, we also do composite and cedar. Details are on our shingle roofing page.
You talk to the owner, not a salesman. I look at the roof, I write the price, and that's the price. No three options to confuse you and no pressure to sign on the spot. Without the big-company overhead, we usually price 25 to 35% below them, and we'll match a competitor's written quote for the same roofing system. Our crews have 15 to 20 years on roofs, we're GAF certified, and you get our workmanship warranty when we're done.

Fresh Meadows sits on higher ground than most of central Queens, so the private houses here take more wind, and wind damage starts at the edges. Many of the homes date to the 1920s and 1930s, and a roof that's been redone a few times usually hides old board sheathing and some soft wood. So we strip to the deck, check every section, and build the edges right.
In Fresh Meadows, older houses with board sheathing are where permits come up most. Under NYC rule 1 RCNY §101-14, replacing coverings and insulation above the deck doesn't need a DOB permit unless the Energy Code requires added insulation. Replacing deck or sheathing does, and when it's required we file it with the DOB Queens borough office before work begins. Your written scope says which applies.

Stavro came by today to do the roof inspection my insurance company required, and took photos. After checking, he told me the roof is in good condition and doesn't need any repairs right now. I really appreciate him being honest about the condition of the roof and not trying to sell me unnecessary repairs or a replacement. Thank you, Stavro!
